France: The Collective Emmaüs Horizon

The “Moyembrie” farm, created in 1996 and located in a small village in Northern France, has been offering housing, social support, skilled farming training and paid work to long-term prisoners who benefited from a court-ordered work release scheme. Since 2016, based on the Moyembrie farm model, Emmaüs France has been developing rehabilitation farms for long-term sentence prisoners, in close partnership with the French Ministry of Justice. 

In regards to the French project Collective Emmaüs Horizon (developing rehabilitation farms), the Jury applauded the combination of multiple re-integration aspects, including building on trust, focus on reducing stigma and reducing the effects of imprisonment. They commended the strong cooperation between ministries as well as the public-private partnerships. Yet, the Jury debated potential practical implementation challenges. Not all member states will have the legal framework to replicate this initiative, additionally, the political will and societal attitude can be an obstacle. Finally, some smaller member states might not have the rural space to implement this specific type of transition programme.
