Criminal networks require a large amount of labour, both skilled and unskilled, to conduct criminal operations. This need is met in a variety of ways. Criminals with particular skills may offer their services through a crime as a service scheme. Low-skilled roles are often filled through the recruitment or exploitation of young people. Young people are attracted to criminal networks by the prospect of quick material gain, but also by a perceived grandeur of the criminal lifestyle. To counter this trend, protect young people, and disrupt organised crime, it is essential to invest in effective crime prevention policies and tools.
