Nottingham City Centre hit a low point in 2003 when it became impossible for residents to shop without being regularly accosted by sometimes aggressive begging and many streets in the centre had a grubby and dirty appearance. Prostitution was evident around the edges of the City Centre, causing problems for the local residents. The focus was very much on improving the street experience of ordinary people in both the City's Centre and its neighbourhoods.

The Harrow Sanctuary Scheme is a victim centred initiative, which makes it possible for victims of domestic violence to voluntarily remain in their homes and feel safe, without fear of attack. The main feature of this pioneering scheme is the creation of a sanctuary or safe room within the house, which enables the occupier to retreat to a place of safety to await the arrival of the police and other emergency services.
