Lithuania: Implementing situational prevention

Organisation of situation prevention in county chief police stations the description determines the situation on the basis of an analysis of the situation in a certain area identified in a certain territory planning and implementing preventive measures aimed at solving problems in the counties in the areas supervised by the police stations of the chief police stations and carried out and an assessment of the effectiveness of the measures taken. The cycle of organisation of situation prevention is one year, it consists of:

In order to identify with the community and social partners the problems to be solved related to the formation of a safe environment, Focus group surveys must be organised, to which representatives of non-governmental, business organisations, municipal administration and institutions representing the community, elders, elders and other active members of the community are invited. One Focus group must consist of no more than 10 persons.

Relevance of problems identified by focus groups to the community, ranking of problems is carried out interviewing residents of the supervised area. The officer organises a survey of residents of the supervised territory. The population survey is carried out by filling out questionnaires. They are usually presented in the questionnaires occurring legal violations (identified by police analytics) and problems identified by Focus groups, they are added to the list random order. It is recommended to submit the questionnaire in a matter-of-fact style, presenting the circumstances short and simple, the questionnaire creates one field for free text comments.

Minimum positions (of legal violations and Focus problems) to be included in the Plan according to the population survey data the number of violations depends on the number of inhabitants in the supervised area. The number of offences and problems may be increased according to the specific territorial situation of the unit, but may not be chosen less or other proportions than those indicated.
