HAPKE 2 was a development project for the vulnerable asylum seekers' service provision system in Finland. The project focused on prevention and identification of trafficking among asylum seekers and on developing the ability of reception centres and the National assistance system to assist the victims.

The National Crime Prevention Programme entitled Working Together for Safer and More Secure Communities, prepared by the National Council for Crime Prevention, aims to promote local cooperation to reduce and prevent crime and the harm caused by it as well as the risk of becoming a victim of crime.
