The project is addressed mostly to Polish citizens as another awareness raising project directed at foreign nationals was carried out by International Organization for Migration in partnership with the Ministry of the Interior. The Harrow Sanctuary Scheme is a victim centred initiative, which makes it possible for victims of domestic violence to voluntarily remain in their homes and feel safe, without fear of attack. The main feature of this pioneering scheme is the creation of a sanctuary or safe room within the house, which enables the occupier to retreat to a place of safety to await the arrival of the police and other emergency services.
