The Harrow Sanctuary Scheme is a victim centred initiative, which makes it possible for victims of domestic violence to voluntarily remain in their homes and feel safe, without fear of attack. The main feature of this pioneering scheme is the creation of a sanctuary or safe room within the house, which enables the occupier to retreat to a place of safety to await the arrival of the police and other emergency services.

The project is based in Preston, a city in the North West of England. It focuses on a neighbourhood in the east of the city known locally as “Dodge City” which has long suffered from high crime nuisance anti social behaviour and other associated problems.

The core aim of the project was to reduce anti-social behaviour and crime in the park and the local vicinity and to provide an improved quality of life for local residents, so that they could enjoy the park and feel safe in the area they lived in.
